CNM Governing Board Adopts New Policies in Three Areas

January 14, 2015 -- The CNM Governing Board approved new policies in three areas at its Jan. 13 meeting. They policies relate to Background Checks, Nepotism and Consensual Relationships.

Background Checks

On January 13, 2015, Section III: Employment Policies, 3.08 Background Checks was approved by the Governing Board, enacting the following revisions to CNM’s Employee Handbook:

 Policy 3.08, Background Checks has been added to Section III of the Employee Handbook.

 3.08 allows for background checks to be conducted on all finalist candidates.

 3.08 allows for background checks on current employees to be conducted to determine eligibility for promotion or transfer. If warranted, background checks may also be conducted on a periodic basis.

 IS-2102, Background Checks is a new procedure in The Source which supports the approved policy.

 Human Resources representatives will be meeting with various departments throughout the College to discuss the implementation of the policy.

Nepotism

On January 13, 2015, Section IV: Code of Conduct and Workplace Behavior, 4.04 Nepotism and Governing Board Handbook Section V, Personnel Matters, 5.03 Nepotism were approved by the Governing Board, enacting the following revisions to CNM’s Governing Board and Employee Handbooks:

 The term “family members” has been added to the Nepotism policies.

 “Family member” is clearly defined in the policies to include all relations within the third degree. The inclusion of spouses and domestic partners should be noted.

 Supervisors planning to marry or cohabitate with another person under his or her supervision must notify Human Resources at least 30 days in advance so that a transfer can be arranged.

 The language of the Nepotism policies will appear exactly the same in both the Governing Board and Employee Handbooks.

 IS-2020 – Nepotism is removed from The Source.

Consensual Relationships

On January 13, 2015, Section IV: Code of Conduct and Workplace Behavior, 4.06 Consensual Relationships was approved by the Governing Board, enacting the following revisions to CNM’s Employee Handbook:

 Policy 4.06 Consensual Relationships has been added to Section IV of the Employee Handbook.

 The policy requires employees to disclose any current consensual romantic or sexual relationship that may be a conflict of interest to their immediate supervisor.

 Disclosure under this policy for retaliatory or coercive purposes is prohibited.

 Supervisors must document all steps taken in response to a disclosure under this policy and should seek guidance from Human Resources.

 The policy is necessary to prevent conflicts of interest, charges of sexual harassment, and retaliation.
